Basement flooding in Canada: which kind you have, and which policy answers it
“Basement flooding” is not one event. It is four, they arrive looking identical — water on a basement floor, at night, usually during a storm — and they are answered by four different parts of an insurance policy, three of which have to be bought separately.
Working out which one you have is not an academic exercise. It decides who you call, what they will do, and whether anyone is paying but you.

The four things people mean
One: it came up through the floor drain. That is a sewer backup, and it is its own subject — see our page on sewer backups. Tell by the location: floor drain, basement toilet, laundry tub, and usually more than one of them at once.
Two: it came in at ground level or through the walls. Surface water from heavy rainfall or melting snow, or a rising water table. The Insurance Bureau of Canada describes the optional flood endorsement as responding to “overflow of lakes, ponds or rivers; surface water from heavy rainfall or melting snow; and ground water or the rising of the water table”. Tell by the staining: a line on the wall rather than a puddle around a drain, and often wet at a window well or along the base of a foundation wall.
Three: it came from inside the house. A supply line, a water heater, a washing machine hose. This is the one a standard policy is most likely to answer without any endorsement at all: IBC lists “sudden or accidental water damage caused by indoor plumbing, heating or air conditioning” among what a standard policy covers. Tell by the weather — if it is dry outside, stop looking at the sky.
Four: it has been damp for years and something finally grew. No event, no claim, and usually no cover. This is a moisture problem, not a water damage loss, and the fix is drainage and grading rather than restoration.

Telling them apart in ten minutes, at night, in the dark
You will be doing this badly lit and mildly panicked, so it helps to have the order in advance.
- Is it still raining, and was it raining hard? If not, the cause is almost certainly inside the house and you are looking for a fixture, an appliance or a supply line.
- Where is the water deepest? Water finds the low point, but the wettest material is usually nearest the source. A soaked wall base with a dry floor drain is a very different story from a dry wall and water welling around the drain.
- Does it smell? Sewage is unmistakeable and changes the answer to everything else on this page.
- Are the neighbours out too? A whole-street event points at the municipal system; one house points at that house.
- Check the window wells and the downspouts. A downspout still connected to the sewer, or discharging a metre from the foundation, is the most common cause of a recurring, undramatic wet basement in Canadian housing stock.
Why Canadian basements flood more than they used to
Two structural reasons, and neither is about the weather being different this year.
The first is the sewer system itself. In older Canadian cities a single pipe carries both sewage and stormwater. Toronto publishes the number: approximately 23 per cent of the City's older areas are on combined sewers, some of that infrastructure built as much as a century ago. In a combined system a rainfall event and a sewage event are not two different things that might coincide. They are one thing.

The second is that basements got finished. A 1960s unfinished basement with a painted concrete floor and a drain in the middle was, in engineering terms, a sacrificial space. The same basement with laminate flooring, drywall, a media room and a spare bedroom holds the same volume of water against materials that cannot dry.
The Insurance Bureau of Canada's framing of national losses is worth reading once for scale, and then setting aside: insured catastrophic losses in Canada routinely exceed $2 billion annually, most of it due to water-related damage, and IBC puts the last decade of them at $37 billion over 2016–2025, against $14 billion over 2006–2015. That is a national catastrophe figure. It says nothing about what any individual claim costs, and this site will not use it as though it did.

Before the water goes anywhere. Photograph the standing water with something in frame for scale, then photograph the water line on each wall. If you own a moisture meter, readings with a timestamp are worth more than any amount of description later.
Power. If water is anywhere near the panel, near outlets, or near a furnace or water heater, that is an electrician's question and not a homeowner's.
Lift what can be lifted. Furniture legs onto blocks, boxes off the floor, anything cardboard out of the room. Cardboard wicks, and a box that has wicked is a mould substrate sitting in a sealed space.
Then drying, measured. Air movers and dehumidifiers, and a daily log of readings rather than a general sense that things feel better. Under ANSI/IICRC S500 the restorer is expected to establish dry standards and drying goals during the initial response — there is supposed to be a target.
What to fix so it stops
The reason this page is worth reading when nothing is wet is that almost every fix costs less as a plan than as a response, and several of them are partly paid for.
Downspouts. Disconnected from the sewer and discharging at least two metres from the foundation. Several municipal programmes require this before they will pay for anything else, and Hamilton pays $75 + HST per downspout towards it.
Grading. Ground sloping away from the house. Unglamorous and frequently decisive.
A backwater valve. The gate on the lateral that shuts when flow reverses. Ottawa's FAQ notes these became mandatory in new homes after 2004 for stormwater and 2012 for sanitary, so an older house probably has not got one.
A sump pump, and a battery backup for it. Toronto's programme pays separately for the backup specifically, which tells you what the City has learned: the storm that floods the basement is frequently the storm that takes the power out, and a sump pump on mains power alone is a sump pump that stops at exactly the wrong moment.

Questions people actually ask
Does home insurance cover a flooded basement in Canada?
It depends entirely on where the water came from. Water escaping from indoor plumbing, heating or air conditioning suddenly or accidentally is covered by a standard policy. Water that backs up through a drain needs optional sewer backup coverage. Water that arrives overland from rain, melt or a rising water table needs optional overland flood coverage. Long-term seepage is generally not covered at all.
What is the difference between overland flooding and a sewer backup?
Overland water arrives from outside and enters at ground level or through walls, windows and doors. A sewer backup arrives from inside the drainage system and comes up through floor drains and low fixtures. They are separate optional endorsements and having one does not give you the other.

Is a sump pump enough on its own?
A sump pump handles groundwater arriving through weeping tile. It does nothing about a sewer surcharge coming up the lateral, which is what a backwater valve is for, and it stops working in a power cut, which is what a battery backup is for. The City of Toronto subsidises all three separately.
