The sewer backup endorsement: the cover most Canadians find out about too late
If you read one page in this section, read this one. The Insurance Bureau of Canada states it without hedging: water damage in a basement due to a sewer backup is “only covered if you have purchased specific, optional sewer backup coverage”.
Not sometimes. Not depending on the insurer. As a category, it is out of a standard policy and in an endorsement you have to ask for.
The short version
- A standard Canadian home policy does not include it. IBC says basement water damage from a sewer backup is only covered if you bought the optional coverage.
- It is a different product from overland water cover and holding one gives you nothing under the other.
- It usually has its own limit and its own deductible — ask for both numbers in writing.
- Four Ontario cities part-fund the device that prevents the loss in the first place.
What IBC actually says

IBC's wording is unambiguous: “Damage caused by the backing up of sewers and drains is typically not covered by a standard policy.” It adds that “optional sewer backup is offered by most insurers” — so the cover exists, it is just not switched on by default.

Two pages, two wordings, the same conclusion. And IBC's own list of optional home coverages puts “sewer backup, and overland water or flood” among the add-ons a homeowner can buy.
The reason this catches people is that nothing about a standard policy feels partial. It covers fire, theft, wind, and “sudden or accidental water damage caused by indoor plumbing, heating or air conditioning”. A homeowner who has read that far reasonably concludes that water is covered. The gap is specific and it is exactly where Canadian water damage concentrates.
What the endorsement actually responds to
Broadly: water or sewage entering the home through the drainage system rather than from outside the building or from a supply pipe inside it. That means floor drains, basement toilets, laundry tubs, and sometimes sump pump failure — but the sump pump question is one to ask specifically, because it is not always inside the same endorsement.
What it is not: it is not overland water cover. Those are separate products and holding one gives you nothing under the other. A storm that produces both a surcharged sewer and water coming in at ground level can produce two questions on one night, and the answers can differ. It is also not a maintenance policy. A lateral collapsing because of tree roots is a different conversation from a lateral surcharging in a storm, and the second is much more clearly what the endorsement is for.

Seven questions to ask before you add it
None of these are answerable by this site, because they are set in your wording and by your insurer. All of them are answerable by a broker in one phone call, and each of them has caught somebody out.
- Is there a separate limit? Sewer backup cover frequently carries its own sub-limit rather than sharing the building limit. Ask for the number.
- Is there a separate deductible? Often yes, and often higher than the policy deductible.
- Does it cover the contents as well as the building? A finished basement is both.
- Does it include sump pump failure, and power failure? The storm that surcharges the sewer is often the storm that cuts the power.
- Are there conditions on devices? Some insurers price or require a backwater valve. Several cities will part-fund one — see the city pages.
- Does it cover betterment? If the repair has to meet a current building code that did not exist when the basement was finished, who pays the difference?
- When does it start? Endorsements added mid-term may have a waiting period. Adding it because the forecast looks bad is not a plan.
Write the answers down. In a claim, the useful document is the one you made before the loss.
Why this is a device question as much as a policy question
The endorsement pays after. A backwater valve stops it happening. In a lot of Canadian housing stock, so does disconnecting a downspout.
Ontario municipalities fund this work, at very different levels, and none of them advertise it well. Toronto's programme runs to $6,650 per property. Mississauga's reaches $7,500. Ottawa's covers $3,000 for a sump pump in a new pit, and Hamilton's $2,000 — falling to $500 if you use a contractor from outside the City's list.

And because Hamilton publishes what its pre-qualified contractors charge, there is a real installed price to compare against: $1,292 to $1,562 plus HST for an assessment and a mainline backwater valve, across five pre-qualified contractors, plus a $291 building permit.
Ottawa's own FAQ records when the device became standard in new build: mandatory in new homes after 2004 for stormwater and 2012 for sanitary. If your house predates that and nobody retrofitted one, you almost certainly do not have one.
What it looks like when the cover is missing
An uninsured sewer backup in a finished basement is one of the harder domestic financial events in Canada, and the reason is not the water. It is what the water is.
Sewage is Category 3 under ANSI/IICRC S500 — “grossly contaminated and can contain pathogenic, toxigenic or other harmful agents and can cause significant adverse reactions to humans if contacted or consumed”. Porous materials that have taken Category 3 water are generally removed rather than dried. So the scope is not “dry the basement”. It is drywall out to a height, insulation out, carpet and underlay gone, contents triaged, and then the rebuild.

Questions people actually ask
Is sewer backup included in Canadian home insurance?
No. The Insurance Bureau of Canada states that damage caused by the backing up of sewers and drains is typically not covered by a standard policy, and that basement water damage due to a sewer backup is only covered if you have purchased specific, optional sewer backup coverage. Most insurers sell it as an endorsement.
Is sewer backup cover the same as flood cover?
No, and holding one gives you nothing under the other. Sewer backup responds to water arriving through the drainage system. Overland water cover responds to surface water, overflowing rivers and lakes, and a rising water table arriving from outside. IBC lists them separately among the optional coverages.
What should I ask before adding it?
Whether there is a separate limit and a separate deductible, whether contents are included, whether sump pump and power failure are inside it, whether the insurer requires or prices a backwater valve, how betterment to current code is handled, and when the cover actually starts.
Does having a backwater valve mean I do not need the endorsement?
A valve reduces the chance of a backup; it does not remove it, and it does nothing about the other ways water gets into a basement. Several municipalities part-fund the valve, which makes it a sensible thing to do alongside the cover rather than instead of it.
Why is a sewer backup so expensive to put right?
Because the water is Category 3 under ANSI/IICRC S500, meaning grossly contaminated. Porous materials that have taken Category 3 water are generally removed rather than dried, so the job involves demolition and rebuild rather than fans and time.
